Ministry of Agriculture: China Made Great Contributions to World Food Security

Han Changfu, Minister of Agriculture, said: China has made significant contributions to the world's food security and hopes that the international community will work together to meet the challenges of food security.

Chinese Minister of Agriculture Han Changfu recently stated during the 37th General Assembly of the FAO that China has played a positive role in increasing agricultural production and food production capacity in developing countries and has made significant contributions to world food security. At the same time, he also expressed the hope that under the current situation of global food security deterioration, the international community can work together to meet the challenges.

The 37th session of the United Nations Food and Agriculture Organization of the United Nations was held at the FAO headquarters in Rome, Italy. Han Changfu led a Chinese agricultural delegation to attend the meeting and delivered a speech.

At present, China has ample grain reserves. The Chinese government has always made great efforts to develop agriculture, build rural areas, and benefit farmers as a top priority. Great achievements have been made. Han Changfu said that grain and agricultural production have developed steadily, and China has used its own strength to feed almost 21% of the world's population with less than 9% of the world's arable land, making a major contribution to world food security.

Han Changfu pointed out that the income of Chinese peasants has steadily increased, the quality of life of farmers has improved significantly, the rural poor population has substantially decreased, and peasants’ lives have generally entered a relatively comfortable life.

The drought and floods in China since the beginning of this year have caused serious concerns about the international community’s food production in China. In this regard, Han Changfu stressed that this year, China's summer crops have enjoyed a bumper harvest, and summer harvest wheat is expected to increase production for eight consecutive years. This year's autumn harvest also has a relatively good foundation. At present, China has ample grain stocks, sufficient market supply, and overall stable prices.

Han Changfu said that while safeguarding its own food security, China has also done its part to solve the world food security issue.

Han Changfu said that China has actively carried out international agricultural exchanges and cooperation and provided agricultural aid to the developing countries within its capabilities under the “South-South Cooperation” framework, which has played a positive role for developing countries to increase agricultural production levels and food production capacity.

According to reports, at present, China has established more than 20 agricultural technology demonstration centers in Asia, Africa, and Latin America, dispatched more than 1,100 agricultural experts and technicians, and helped developing countries train a large number of agricultural technicians. Han Changfu said that in the future, exchanges and cooperation in these areas will continue to increase.

Since last year's sharp rise in global food prices, leading to social turmoil in some countries, food price volatility has become more than an economic issue. In view of this situation, Han Changfu stated that during the FAO meeting, China called on the international community to strengthen exchanges and cooperation and expand agriculture. Investing, raising the level of agricultural science and technology, supporting developing countries to increase food self-sufficiency, improving the agricultural trade environment, and better safeguarding world food security.

He hopes that developed countries will do more to ensure food security. "Food security is a global issue. Therefore, it is also a question that all countries in the world should jointly participate in and play a role in solving."

During the meeting, Minister Han Changfu also held talks with Mr. Diouf, FAO Director-General, Mr. Graziano, the newly elected Director-General, and Ms. Hiram, Executive Director of the World Food Programme, respectively, to strengthen the cooperation between me and the aforementioned organizations. The opinion expressed that it is necessary to actively promote cooperation between the two parties.

Calling for Emphasis on the Rights of Rural Women The theme of this conference is “The Role of Women in Agriculture and Rural Development.” Around this topic, Han Changfu pointed out that for a long time, Chinese women have played an important role in promoting agricultural and rural development. With the acceleration of industrialization and urbanization in China, a large number of rural male laborers have moved to urban employment. Rural women not only bear the family burden of raising children and supporting their parents, but also become the main force in agricultural production and rural construction. At present, women account for more than half of the labor force in agriculture, forestry, animal husbandry, and fishery industries. It can be said that women have contributed to the tremendous achievements in agricultural and rural development in China.

Han Changfu said that the Chinese government attaches great importance to the protection of women’s rights, especially the rights of rural women, and has taken various measures including laws, administration, and economy to grant and protect women’s opportunities and rights for equal development, giving full play to women’s economic and social development in the country. The irreplaceable role.

Han Changfu put forward four suggestions on safeguarding the rights of rural women, improving the welfare of rural women, and promoting the development of agriculture and rural society. First, adhere to the principle of equality between men and women, respect women, eliminate all laws and regulations that infringe women's rights and restrict women's development, and eliminate gender discrimination. In particular, discrimination in employment provides fair and equitable treatment to women. The second is to formulate policies for technical training and financial support, provide more funds, information and technical training for rural women, empower women in production and management, and increase women’s participation in community management. Third, vigorously develop basic rural education, improve the conditions for running schools in rural areas, especially in poor areas, and increase the enrollment rate of girls in rural areas. The fourth is to respect the historical and cultural traditions and religious beliefs of all countries, to explore ways to improve the rights and interests of rural women in line with the national conditions of each country, and to respect each other's own choice while respecting human rights.
