Li Jian, deputy to the National People's Congress: attaches importance to the localization of high-end digital medical equipment

Li Jian, a deputy to the National People's Congress and secretary of the Party Committee of Wuhan University, who has served as the director of the Department of High-Tech Development and Industrialization of the Ministry of Science and Technology for six years, admits that he has a deep feeling for independent innovation. He said that it has been a long time to pay attention to the localization of high-end digital medical equipment . I hope that it will attract the attention of relevant parties through the appeals of the two conferences.

Accelerating the localization of high-end digital medical equipment is an urgent task

Li Jian said that with the development of China's economy and society and the improvement of people's living standards, the market is high-end for digital medical equipment, especially CT scanning and inspection machines, MRI machines and special equipment for early detection of malignant tumors such as PET/CT. The demand for digital medical devices has grown dramatically. In recent years, related products of multinational companies such as GE and Siemens have rushed to China, and they have basically formed a monopoly on this market.

What kind of impact does foreign high-end digital medical equipment flood into China have on us? Li Jian said that it not only has a huge impact on the national digital medical equipment industry in its infancy, but also leads to a large amount of commercial profits and foreign exchange losses in China. The rapid growth of medical expenses has played a role in fueling the public, leading the people to "see a doctor."

Why is it difficult for domestic high-end digital medical equipment to stand on the local market? Through in-depth research, Li Jian found that there are mainly the following reasons: First, the policy reasons. The first is that government procurement policies and buyer credit are not in place. Although we have been able to produce CT scanners and MRI devices with satisfactory performance, imported products are pre-emptive, so it is difficult to recover lost ground without government procurement policies. In addition, the purchase of imported high-end large-scale medical equipment can often obtain the buyer's credit in the exporting country, while the buyer's credit of the domestically produced equipment is not guaranteed, which is one reason why the domestic equipment is not able to match the imported equipment. Secondly, the charging standard for medical equipment is unreasonable. On the issue of the charging of imported equipment and domestically produced equipment, most medical institutions implement double standards of different prices. Since the charging standard for imported equipment is much higher than the charging standard for domestically produced equipment, some hospitals prefer to spend large prices. Foreign equipment is not willing to buy domestic equipment.

The second is the technical reasons. The first is the backwardness of industrial technology standards. According to the survey, most of the current technical standards in the field of medical devices in China are conventional medical device standards. In the field of high-end digital medical equipment, due to the backward technical standards, China is almost undefended in terms of trade technical barriers. Secondly, due to the lack of core technologies with independent intellectual property rights, we are largely subject to people.

The third is the reason for talent. High-end digital medical equipment involves many disciplines such as medicine, physics, biology, manufacturing, materials science, etc. It requires mutual penetration between different disciplines and joint research by different professions. However, the current talent training model is largely due to the lack of understanding of mechatronics in medical science and the lack of understanding of medical electronics. This emerging industry lacks effective talent support.

Suggestions on developing China's digital medical equipment industry

1. Increase investment in independent innovation and research and development of key technologies for digital medical equipment, and incorporate the digital medical equipment industry into emerging industries related to people's livelihood that are under national development. Premier Wen Jiabao said in the government work report that it is necessary to vigorously cultivate and develop strategic emerging industries. Digital medical equipment is an industry closely related to people's livelihood. In developed countries, the output value of medical equipment and equipment industry and pharmaceutical industry is roughly the same. In China, the output value of the former is only one-fifth of the latter. The serious imbalance of this ratio indicates that the medical equipment and equipment industry has huge room for development in China.

2. Implement government procurement for domestic high-end digital medical equipment with independent intellectual property rights, and provide buyer credit for the purchase of domestic high-end digital medical equipment with independent intellectual property rights. Government procurement is an important means for a country to support the development of its strategic emerging industries. It is recommended that high-end digital medical equipment that can be produced in China and meet the requirements can be included in the government procurement catalogue. In the future, all levels of medical institutions that use financial funds to purchase related equipment must give priority to purchasing domestic products with independent intellectual property rights. Many hospitals are interested in domestic high-end digital medical equipment, but it is difficult to pay millions of dollars or even thousands of yuan in one lump sum. It is recommended that banks establish buyer credits to support the development of domestic high-end digital medical equipment industry.

3. Accelerate the establishment of China's digital medical equipment technical standards system and strengthen the training of digital medical equipment industry talents. Talent is the key to developing digital medical equipment. It is necessary to deepen the reform of education and further strengthen the integration of medicine with other disciplines, especially engineering, and cultivate a group of compound talents who understand both medicine and mechanical electronics.
